Housing Case Management
Housing Case Management plays a crucial role in Housing Services, contributing to successful program outcomes for housing stability and access to care. The focus of "housing case management" is on matters related to housing, including options, stability, and goals. The intensity of housing case management provided to a household is determined by the household's assessed level of need. Locally, rent and utility assistance can also be accessed through the Abilene Housing Authority and Rolling Plains Management Company.
Housing Opportunities for Persons with AIDS (HOPWA) Program
The HOPWA Program aims to assist eligible individuals living with HIV and their households in establishing or maintaining affordable and stable housing. Its primary objectives include reducing the risk of homelessness and improving access to healthcare and supportive services.

Permanent Housing Placement
(PHP)
PHP assists households in accessing, securing, and establishing permanent residences, either independently or with ongoing rental assistance. Eligible PHP housing assistance costs include application fees, first and last month's rent, and reasonable utility and security deposits required for lease approval and occupancy.
Short-Term Rent, Mortgage, and Utility Assistance (STRMU)
STRMU provides short-term financial support for rent, mortgage, and utility payments to households facing a financial emergency related to their HIV health condition or changes in their financial situations. This assistance is designed to prevent homelessness by enabling households to remain in their current homes.
Facility-Based Housing Assistance (FBHA)
FBHA encompasses all expenditures associated with supportive housing facilities, such as community residences, single-room occupancy (SRO) dwellings, short-term facilities, project-based rental assistance units, and other housing facilities approved by HUD. The DSHS HOPWA Program currently limits FBHA to Short-Term Supportive Housing (STSH) and Transitional Supportive Housing (TSH) services.
Tenant-Based Rental Assistance (TBRA)
TBRA offers an ongoing rental subsidy to help households secure or maintain permanent housing in the private rental housing market. This assistance, applicable to shared housing arrangements, continues until enrollment in the Housing Choice Voucher Program (HCVP) or other affordable housing programs. TBRA covers the difference between the household's calculated monthly rent payment and the rent specified in their lease agreement, with the proposed unit's gross rent meeting specific criteria.
